Your user talk page is mainly a place for people to contact you, not for you to contact others. Only a few stalkers go watching all recent changes.

I'm not aware of any place for existing such discussions, but a good place might be [[Template_talk:I18n]]. One of the other stalkers might have a better answer.

When you look at the histories of these individual articles you can see who worked on them and what they changed. I checked a few and the only translator I could make out was [[User:Ichimaru_Leon|Ichimaru Leon]]. His last contribution was over a year ago, though.
